WHO AM I?

Background and Roots

I hold a Bachelor’s degree in Anthropology and a Master’s degree in Anthropology with a specialization in Andean Studies from the Pontificia Universidad Católica del Perú, where I also served as a university lecturer. I am currently preparing to begin my doctoral studies.

My understanding of water resources and climate phenomena combines territorial experience, applied research and interdisciplinary work conducted alongside intergovernmental organizations, the State and civil society.

This understanding has been built through my early connection with mountains and the sea, fieldwork in vulnerable watersheds and the coordination of processes with communities, public institutions and international organizations. As a result, my background allows me to engage with government actors, international cooperation agencies and representatives of peasant, fishing and indigenous communities, connecting complex territorial dynamics with decision-making processes, water governance, climate resilience and investment for sustainable development.

Background

My career spans institutions of the Peruvian State, United Nations System organizations, the European Union and the Canadian International Resources Development Institute. For over six years, I served as Technical Advisor for the Water Program of the Americas at the OAS General Secretariat, where I coordinated initiatives and worked as part of teams funded by GEF, SDC, the IDB and IKI that connected policy, practice, science and investment through human rights, gender and interculturality frameworks. This experience translates into concrete results: more than 15 specialized publications, three International Transboundary Water Symposia in Latin America and the Caribbean, approximately 20 capacity-building and technical-policy dialogue events, and USD 30 million mobilized in international cooperation that have contributed to positioning the glaciers, transboundary waters and human rights agenda in regional climate and water policy processes.

Current Practice and Consulting

Today I offer specialized and independent consulting services to international organizations, governments, non-governmental organizations and communities to strengthen water security and climate resilience through water governance, water diplomacy, public policy and applied research oriented toward project design and implementation, as well as decision-making processes in complex territorial contexts.
